ONeil Engineering Services, Inc., is a Virginia-based, federally certified, veteran-owned, small business engineering design and consulting firm located in Powhatan, Virginia, just outside the state capital of Richmond. Our firm specializes in HVAC, plumbing, gas piping, and electrical engineering design.

We are licensed in Virginia, North Carolina, Maryland, Delaware, New York, Colorado and the District of Columbia, and we serve clients throughout Virginia and beyond. Each of our principal mechanical engineers has more than 20 years experience in design for construction. Our staff also maintains LEED AP credentials.

Our Experts

Patrick J. O’Neil, PE

Patrick is president and chief mechanical engineer for ONeil Engineering Services, Inc. Since the company’s inception in 2011, Patrick has delivered more than 700 projects for clients such as Virginia Commonwealth University, Capital One, and Facebook. He is a forward-thinking professional with expertise in all phases of engineering operations, management and leadership, with proven success in managing complex operations and cross-functional teams.

He is a Licensed Professional Engineer in Virginia, North Carolina, Colorado and the District of Columbia. He holds certification with the American Society of Heating, Refrigerating, and Air-Conditioning Engineers, and is a member of the American Society of Plumbing Engineers

Patrick has extensive experience on historical, Earthcraft and VHDA projects throughout Richmond and Virginia. He has led projects involving office buildings, full commercial building design, day care centers, restaurants, high-rise apartments, and industrial building rehab to apartment conversions.

His previous engineering experience includes work at eTEC Mechanical in Richmond as a design manager and at HC Yu and Associates in Richmond as a design engineer.

Patrick is a proud Keydet, having earned his bachelor of science in mechanical engineering from Virginia Military Institute in 2004. He served in the U.S. Army Reserves for 12 years, participating in Operation Enduring Freedom and Iraqi Freedom, managing an engineering squad tasked with bridge projects. He attained the rank of sergeant, assistant squad leader and boat operator, based at Fort Belvoir, Virginia. His military service makes ONeil Engineering Services, Inc., an official Veteran Owned Small Business.

Malcolm H. Lyle III, PE, LEED AP BD+C

Malcolm is chief electrical engineer for ONeil Engineering Services, Inc. Skilled in project and technical engineering management, his capabilities include design, commissioning and construction administration of electrical systems for projects including mission-critical applications, commercial construction, and low-voltage power distribution and lighting. Other areas of expertise include telecom, voice, data, video, security, and fire alarm systems; power system studies for short circuit, protective coordination and arc-flash hazard analysis; and critical electrical infrastructure commissioning services, testing and inspections.

He is a Licensed Professional Engineer in Virginia, Maryland, North Carolina, Colorado, Texas and the District of Columbia.(NCEES PE Record on file). His certifications include LEED AP BD+C and PE License (inactive) in Delaware and New York.

His previous engineering experience includes work at Syska Hennessy Group, Inc., in Richmond as a senior associate and supervising electrical engineer; H&A Architects & Engineers in Richmond as electrical department quality manager; HCYU and Associates in Richmond as assistant director of electrical engineering; Bryant Engineering Consultants, Inc., in Forest as vice president and electrical engineer; and VFP, Inc., in Roanoke as electrical design engineer.

He holds a bachelor of science in electrical engineering technology (ABET TAC accredited) from East Tennessee State University.

James C. Willis, PE

James is chief mechanical engineer for ONeil Engineering Services, Inc. He leads a 5-person mechanical/plumbing engineering team designing more than 100 construction projects each year. Additionally, he serves as project manager for more than 60 construction projects per year, involving the organizing of the electrical, mechanical, plumbing and fire protection teams, and has been project manager and lead mechanical engineer for numerous health care, apartment, restaurant, office and retail projects in Central Virginia.

James has more than 30 years of experience as a mechanical engineer and project manager, earning Top Mechanical Engineer honors annually since 2003. He has demonstrated business development results, proven leadership across numerous concurrent projects, and is a skilled client lead for high-profile clients. He mentors younger engineers and has served in leadership in local professional engineering organizations.

is past experience includes site leader and associate partner for the Richmond office of Syska Hennessy Group, where he led the 10-person unit and focused on business development; director of mechanical engineering and lead mechanical engineer for Hanover Engineers in Richmond; team leader and lead mechanical engineer for HC Yu and Associates in Richmond; and mechanical engineer for Lee and Browne in Tulsa, Oklahoma.
